These shift points are okay for taking your time puttering up to speed with reasonable economy, but will only unlock about a third of your car's maximum power.
If you need lots of power and your engine oil is up to temperature, in a smallish petrol car, 1st usually tops out at around 30 mph, and 2nd at about 55, and 3rd around 80 (check your car first as these ratios may vary - the new Fiat 500 models have quite short 1st and 2nd). This is a surprising range for a lot of people, but is useful to know if you need to overtake quickly. Just don't cruise down the motorway in 2nd or 3rd for miles and miles. Your engine will thank you!

Depends what the road gradient and number of times you have to stop is. A long level 30 through a village could be taken easily in 6th gear when I had a Cooper S. The rpm sat at about 1200 and it could even get up some gradual inclines okay with a smooth pivoted foot on the accelerator. Of course, to accelerate with gusto, you'd need to drop it down 4 gears. Some 6 speeds - usually diesels will go below where they would normally idle in 6th gear, so will bog to buggery until you bring it down to 5th or even 4th.

You say “ Driving in slippery, icy or muddy conditions as the lower gear provides greater control of the vehicle”, but advice elsewhere (eg. the uk Met Office’s article on Driving Safely on Ice) recommend the opposite. They recommend using a higher gear than usual. I wonder if you have made a mistake?
